i think it's because that part of the map they're looking at is for the area where they are, not the center of the whole world itself because apparently no one has done that yet (travelled the whole world) except Gold Rogers, the pirate King. And I think you're right in that, in the center of the world itself is where the 4 seas would merge creating the all blue... at least... we think so lol. Only time will tell i guess
